Summary of the contracting process

Jisc Services Limited (JSL) is currently in the planning stage for acquiring adaptive and personalised learning platforms and auxiliary systems under the Competitive Flexible Procedure specified in the Procurement Act 2023. This initiative is not a formal tendering exercise but a market consultation to gauge vendor capabilities for the forthcoming licensing arrangement. The potential contract, classified under the "Educational software package" category (CPV 48190000), is aimed at delivering cutting-edge digital solutions to UK educational institutions. The industry consultation will culminate with a future notice by 25th February 2025. Interested suppliers are encouraged to provide insights into adaptable solutions that include AI tutoring and personalised learning methodologies. The procurement strategy is yet to be finalised but may include single or multi-supplier framework agreements, with a focus on value and cost efficiency.

This tender represents a significant business growth opportunity for software vendors specialising in educational technology, particularly those with expertise in developing adaptive learning systems and AI-driven tutoring solutions. Businesses that can demonstrate innovative solutions and cost-effective delivery methods are well-suited to engage and potentially secure valuable contracts through this procurement process. JSL’s commitment to streamlining the procurement approach by incorporating negotiation, supplier demonstrations, and variant tenders under PA23 ensures a flexible and competitive environment for suppliers. Companies interested in developing long-term partnerships with JSL and contributing to the digital transformation of UK education should consider participating in this strategic market consultation.

Lot Information

Lot 1

JSL is considering its options for delivery of a negotiated licensing agreements, and/or framework agreement(s) under the Procurement Act 2023 (PA23) for products of this nature, and wishes to understand the market further. JSL reserve the right to consider the full range of framework options, including an Open Framework, a multi-supplier framework (both capped and open in terms of supplier numbers) or a series of single-supplier framework agreements. Under PA23, Jisc will be looking to utilise the Competitive Flexible Procedure to design a tendering process that best meets the needs of our Members and Customers. Unlike the outgoing Public Contracts Regulations, it will be easier to incorporate elements such as negotiation and dialogue, supplier demonstration, variant tenders, and BAFO amongst others. We would welcome any insights on how vendors think this could work best - we are keen to streamline the procurement approach as much as possible, and focus energies on value-adding activities. JSL may look to initiate some early discussions with supplier following their interest in this PIN, and will use this to determine the best procurement strategy.
