Representations by providers must be made to the relevant authority by 27 November 2024. <br/><br/>This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.<br/><br/>Written representations must be sent to Tom.Medhurst@slam.nhs.uk<br/><br/>The award decision makers are:<br/>Ade Odunlade - Chief Operating Officer<br/>Faye Rice - Deputy Chief Operating Officer<br/>Harold Bennison - Service Director, Child and Adolescent Mental Health Services<br/>Dr. Eirini Skouta - Associate Medical Director, Child and Adolescent Mental Health Services<br/>There are no declared conflicts of interest.<br/><br/>Following review of required criteria and market value testing, the provider was chosen on the basis they met all quality and safety requirements, and were able to complete a core needs assessment including risk and safeguarding for the required number of cases (600+) within the timeframe in response to an urgent clinical need on a bespoke platform. <br/> <br/>This is a core needs assessment, not neurodevelopmental only screening and diagnostics, therefore a multi-disciplinary team approach is required which this provider can offer, with all staff safeguarding level 3 trained. The provider is CQC registered, has 3 NICE endorsements and is named in national guidance. <br/> <br/>Specifically, the requirement of the timeframe and clinical need means this must be delivered online so the provider is required to do so through a bespoke online platform and portal to meet the need of the ask. The chosen provider has this and met the following requirements:<br/>* Front end Clinical Engagement portal for client and clinician sessions which includes proprietary clinical modules, whiteboard technology, integrated session rating scales, audio and videos to support client engagement <br/>* Automated client registration and notifications of appointments and task reminders <br/>* Video recordings of each clinical session <br/>* Integrated risk assessment and recording functionality Integrated and automated routine outcomes measure and service user experience measures <br/>* Integrated and automated clinical workflows such as client booking system, risk and safeguarding templates, caseload management, semi- automated structured report completion templates, clinician utilisation dashboards. <br/>* Secure, cloud based, encrypted end to end system with Roles Based Access Control and data segregation hosted within AWS. <br/>* Back end Electronic Patient Record System stores all client information such as contacts, sessions notes, reports, video recordings of sessions and more. <br/>* All Information Governance and Data Protection Standards such as GDPR, ISO27001, Cyber Essentials Plus, PenTest, Cyber Insurance, Tested Business Continuity Plan, Data Security and Protection Toolkit, Data Leakage Prevention, Endpoint Protection.<br/>Within the market-scoping exercise, the provider gave the required assurances with regards to governance expectations as well as quality standards notably with endorsements from NICE. A further assurance of the positive operations is the use of the provider's clinical platform, Panacea, which sets it apart from other providers. Panacea allows for an interactive whiteboard experience during contacts, mirroring the usual, standard process. The Child Adolescent Mental Health Service (CAMHS) are able to access live documentation and navigate through service user's notes with ease, downloading necessary information to inform ongoing assessment / treatment. The use of Panacea ensures the provider best replicates the work CAMHS do in their face-to-face appointments and contacts and the positive experience of our service users / families. This consistency of service provision has significant importance to CAMHS with the provider as an extension of service, maintaining CAMHS's expectations around governance and quality.",
