Summary of the contracting process

The Department for Transport (DfT), based in Bristol, is undertaking a procurement process titled "Merchant Acquiring 2024" within the services industry, specifically for international payment transfer services (CPV 66115000). The procurement, which is managed by the Driver and Vehicle Standards Agency (DVSA), is currently at the Award stage, but has been cancelled as of 18th November 2024. This procurement involves an extension to an existing contract with Barclays bank due to interoperability issues with DVSA’s software. The extension is intended to allow DVSA to transition to an in-sourced model, using a negotiation without prior publication under Reg 32 of the Public Contracts Regulations 2015, as competition is currently absent due to technical reasons.

This cancelled tender might still present indirect opportunities for businesses involved in software integration, payment solutions, and technical consultancy, particularly those with expertise in overcoming interoperability challenges. Businesses capable of providing seamless integrated payment solutions and those familiar with public procurement regulations and in-sourcing models will find themselves well-suited to future opportunities arising from the DVSA's transition plans. Such businesses could potentially assist the DVSA with technical consultancy and software development to prevent such issues in the future.

Procurement Information

An extension to the payment gateway services contract with Barclays bank has become necessary due to interoperability issues with DVSA's current software.
