Summary of the contracting process

Nottinghamshire County Council procured health and social care services (CPV 85000000) through a multi-provider framework for Care, Support and Enablement across Nottinghamshire. The requirement covers standard supported living, enhanced supported living, accommodation and support including facilitating housing, and Community Networks providing support and enablement to groups of people. Delivery is centred on Nottinghamshire, with the framework potentially usable for services outside the county. The four service areas correspond to supported living, enhanced supported living, accommodation and support, and community-based networks. The framework has an initial four-year term, with options to extend by up to 24 months. Sixty-two suppliers have active awards and matching active contracts, each recorded at £240,000,000. Contract signatures were recorded between 5 August and 12 September 2025. Evaluation was based entirely on quality, with price carrying no weight. The four lots are recorded as cancelled, although active awards and contracts are recorded across the completed framework. Lot 3 required a compliant bid for Lot 1 and/or Lot 2, and suppliers could be awarded up to four lots. A total of 344 bids is recorded for each lot.

This procurement shows substantial and broad demand from Nottinghamshire County Council for providers able to deliver disability and complex-needs care, supported living, accommodation-linked support and Community Networks. Credible competitors would need at least three years’ recent organisational or management experience delivering care, support and enablement services, together with a commercial office in Nottinghamshire or within 15 miles of its boundary. Current Care Quality Commission registration for personal care is required for supported living, enhanced supported living and accommodation and support; it is not required for a provider focused solely on Community Networks. Organisations with housing capability, regulated personal care, community-based delivery and the operational capacity to work across multiple service models are particularly well aligned.

In addition to the above, Providers bidding for services under lots 1, 2 and 3 of this Framework Agreement must have: * a current registration with the Care Quality Commission (CQC) for the delivery of the regulated activity of personal care. Registration with CQC is not a requirement for Providers solely bidding for lot 4. Providers should note that a further opportunity / opportunities to bid for any, or all lots of this Framework Agreement may be advertised in the future. No date/s have been set for any such process. Any bidder who is unsuccessful in this tender may bid again in any future tender for admission to the Framework Agreement.
