Summary of the contracting process

The procurement process, titled "Nitrogen and Phosphorous Mitigation Agreement," was initiated by Norfolk Environmental Credits Limited, a body governed by public law situated in Norwich, UK. The process progressed to the Award stage, with the contract being signed on 5th June 2025. The opportunity involved securing nutrient offsets via septic tank upgrades in the Norfolk area, divided into two lots of 100kg/yr and 450kg/yr Total Phosphorus offset, respectively. The procurement method was an open procedure under CELEX legal basis 32014L0024, and the awards were made to Our Rivers (Norfolk) Limited and Norfolk Rivers Consortium Limited.

With a substantial contract value totalling £22,000,000, and specific lots focusing on long-term nutrient mitigation, businesses in the environmental services sector stand to gain significantly. Companies with expertise in septic tank upgrades, nutrient management, and sustainable environmental solutions are well-poised to compete, given the criteria of quality and cost that were central to the award decisions. The involvement of electronic submissions and the emphasis on registered trade professionals underscore the technical proficiency required for effective participation in such tenders.
