Summary of the contracting process

Plus Dane Housing Limited, located in Liverpool, United Kingdom, plans to extend its current insurance services contract with Marsh Limited for a further period of 2 years, from 30 November 2025 to 30 November 2027. This procurement falls under the Financial and Insurance Services category and is classified according to the Common Procurement Vocabulary (CPV) code 66000000. This notification, dated 18 December 2024, reflects the contract's procurement stage, which is currently in the tender update phase. The extension follows an award decision without prior publication of a call for competition, justified by the advantageous rates offered by Marsh Limited and anticipated cost savings for Plus Dane Housing.

This contract extension offers significant opportunities for businesses in the financial and insurance services sector, particularly those experienced in providing comprehensive insurance programmes that cover property damage, business interruption, liability, and other related areas. Large-scale insurance providers, especially those capable of delivering competitive rates and maintaining cost efficiencies, would be well-suited to compete in such extensions. Additionally, businesses looking to enter long-term arrangements and showcase their ability to manage extensive and diverse insurance needs may find substantial growth potential in pursuing similar opportunities.

Procurement Information

Plus Dane wishes to extend its existing insurance services contract with its incumbent insurance provider, Marsh Limited, for a period of 1 year to take advantage of the commercially advantageous rates being offered by Marsh. The period of the extension will run from 30 November 2025 to 30 November 2026. Plus Dane is of the view that it is entitled to award this contract extension to Marsh pursuant to Regulation 72(1)(b) of the Public Contracts Regulations 2015, on the following basis: 1. There is a clear economic reason why an alternative insurance provider should not be appointed to provide the services during the extension period instead of Marsh. This being the commercially advantageous rates that Marsh are prepared to offer Plus Dane for the extension period; 2. To appoint another insurance provider would therefore cause substantial duplication of costs for Plus Dane. It would also cause it significant inconvenience; and 3. The value of the proposed 1 year extension is no more than 50% of the total value of the original contract.
