Notice Description

The provider will work in partnership with Hartlepool Borough Council (HBC). This is a partnership between HBC and the provider, delivering an integrated substance misuse treatment service. HBC provide both care coordination and Psychosocial interventions (PSI), alongside the provider who provide clinical and PSI services. The service aims to provide clinical and PSI interventions to support a recovery focused, client centred culture across the system, working alongside other services, service users and their families to empower them to be an active part of their recovery from substance misuse. The service will embed partnerships and collaboration across the system which addresses the wider determinants of health and enable service users and their families to achieve lasting recovery from substance misuse. The service will provide an integrated, trauma informed approach which addresses the broader vulnerabilities and health needs of the individuals and their families experiencing substance misuse and will work to reduce harms from substance misuse.

This will be provided by the service working in partnership with HBC, who will deliver care coordination and PSI and the provider providing clinical and PSI services. The service will provide support to individuals through their recovery process, reducing vulnerabilities, safeguarding and risk within the wider context of their family unit, as appropriate. A particular emphasis was placed upon: * Integration, Collaboration and Service Sustainability, as the provider works in partnership with a range of organisations across Hartlepool to ensure that integrated pathways are in place, provides in-reach into other services/organisation to facilitate referral pathways and address additional needs to support service users' recovery journey, and utilises input from people with lived experience to shape service delivery. * Improving Access, Reducing Health Inequalities and Facilitating Choice, due to increases in accessibility via the introduction of an outreach vehicle, respiratory offer, dedicated wound care provision, non-fatal overdose team, Harm reduction team and health liaison worker. The provider also completes service reviews to improve the inclusivity of underrepresented groups, whilst service users are treated as individuals and provided with personalised care, with treatment tailored to their individual needs. * Based upon the assessment of the provider's past performance across the key criteria and its ability to continue to deliver against these, the council has taken the decision to award the contract to the incumbent provider. * Public Health Officers completed an analysis and evaluation of the service and completed a report for consideration at Finance and Policy committee. The committee were the decision makers. * There were no Conflicts of interest identified among the Public Health Senior Management Team during the decision-making processes.",
