The London Borough of Harrow is intending to award a contract COMPASS for children and young substance misuse following Direct Award Process C in accordance with the Provider Selection Regime (PSR) The total contract value over the 3 years is PS1,011,513 and the contract will commence on the 1st April 2025 and expire on the 31st March 2028 The service delivered by COMPASS for children and young people (CYP) includes: a comprehensive range of services for children and young people up to the age of 24 who are dealing with substance misuse issues. The support includes confidential 1:1 sessions at a location and time that is safe and convenient for clients. Compass provide specialist advice, guidance, and information on substance misuse, including support for those affected by someone else's misuse (hidden harm). Additionally, Compass offer advice on reducing the risks associated with substance misuse. Their targeted and specialist interventions cater to ages 5-24, focusing on those affected by their own or another's substance misuse (Tiers 2 and 3). They also provide Tier 1 services, which include training and advocacy in schools, colleges, youth clubs, and other venues. For those needing brief educational interventions, they offer non-structured interventions focusing on education and signposting. For more intensive support, Compass work closely with the adult provider, to refer clients on for Tier 4 specialist interventions.

Compass have demonstrated robust ability to meet the required performance standards for inclusivity and accessibility, their proactive engagement, awareness of diverse needs, and comprehensive service delivery make them well-positioned to continue meeting these criteria effectively. The provider's focus on early intervention, family support, and community education aligns with a long-term cost-saving approach, as preventing substance misuse and addressing it early can reduce the need for more expensive services later. Compass take an integrated and collaborative approach to their work across the system which supports ensuring that service users and communities achieve good outcomes and experiences.
