Summary of the contracting process

Jisc Services Limited has awarded a contract to DigiCert Ireland Limited for the Jisc Certificate Service, focusing on IT services such as consulting, software development, Internet, and support. The procurement process is in the Award stage, with the contract being signed on 9 December 2024, following an urgent need due to a potential disruption from a legal dispute between the prior supplier, GEANT, and Sectigo. The contract, worth £260,000, will span an initial term of 12 months, with possible extensions. Jisc aims to support over 600 member organisations, ensuring high volumes of SSL certificate issuance and renewal, especially in light of evolving standards. The framework is available across the UK and to NRENs outside the UK.

This tender presents significant opportunities for businesses specialising in IT services, particularly those with capabilities in SSL certificate management, scalability, and support. Companies with expertise in high-volume SSL issuance, Wildcards, code signing, and client authentication certificates will find this contract appealing. Jisc's extensive network of member organisations and potential for extensions make this a lucrative opportunity for businesses looking to establish or grow their presence in the public sector IT services market.

Lot Information

Lot 1

Jisc intend to enter into a contract with DigiCert for a period of 12 months (initial term). This contract is being awarded because of the situation outlined in Annex D. Jisc deems that Regulation 32(2)(c) of PCRs 2015 applies. Jisc has carried out market research and due diligence activities to ensure that DigiCert can meet the high requirements and expectations of Jisc and its Customers. Jisc reserves the right to consider further extensions to the initial term based on the outcome of further market research and other significant considerations, that may impact the procurement strategy.

Procurement Information

In November 2024, Jisc was informed of a potential disruption to the Jisc Certificate Service provided to JSL customers, stemming from an ongoing legal dispute between our supplier (GEANT) and their provider (Sectigo). On December 2, 2024, we received official confirmation, leaving us with only 45 days to find an alternative solution. Subsequently, it was announced that Sectigo had unilaterally terminated the contract between the two parties. Sectigo will cease service provision on January 10, 2025.
