Notice Description
Tower Hamlets Public Health currently commission two specialist tier 2 weight management programmes for adults with learning disabilities (contract value PS50,000) and physical disabilities (PS60,000) on rolling one-year contracts. The current contracts expire on 28th February 2025. This procurement is in relation to four-year a single-supplier framework, split into two lots (one for learning disabilities and one for physical disabilities), whereby annual call-offs will be issued in line with available budget for the year The estimated value for the full four year term is PS440,000

Learning Disabilities
London Borough of Tower Hamlets (LBTH) Public Health team are seeking to commission a healthy lifestyle programme for adults with learning disabilities who are living with overweight and obesity to support them to achieve better health and wellbeing outcomes. Weight management is a local priority for the council, our partners and residents. * Learning disabilities can vary from mild to severe, people with mild disability may require less health and social care support than people with moderate to severe learning disabilities. People with moderate to severe learning disabilities often require support with health and social care needs. * Learning disabilities are described as 'a reduced intellectual ability and difficulty with everyday tasks, which affects someone for their whole life'. Around 2% of the population have a learning disability. * People with learning disabilities have higher health needs with complex health conditions including respiratory, neurological, neurodevelopmental, reduced mobility, cardiovascular, epilepsy, diabetes and mental ill health. * Some people with learning disabilities can have behaviours that challenge and overlap with autism. London Borough of Tower Hamlets (LBTH) is seeking to commission a healthy lifestyle programme that achieves optimum health outcomes (weight loss, dietary change) through face to face and/or remote interventions for our local residents with a global learning disability who are registered with Tower Hamlets GPs. The successful provider will enter into contract with Tower Hamlets utilising their standard T&Cs (included in tender pack) for a four-year single-supplier framework, with the anticipation of annual call-offs being awarded in line with budget allowance. Tower Hamlets are following the Open procurement procedure in accordance with the Public Contracts Register 2015.
Physical DisabilitiesLondon Borough of Tower Hamlet's (LBTH) Public Health team are seeking to commission a healthy lifestyle programme for adults with physical disabilities who are overweight or obese to support them to achieve better health and wellbeing outcomes. Weight management is a local priority for the council, our partners, and residents. * In the UK 44% per cent of disabled State Pension age adults reported a mobility impairment and working-age adults were the most likely group to report mental health impairments, with 19 % of disabled working-age adults reporting this type of impairment, in 2018/19. * A person is considered to have a disability if they have a physical or mental impairment that has 'substantial' and 'long term' negative effects on their ability to do normal daily activities. This is the core definition of disability in the Equality Act 2010. This can include brain or spinal cord injuries, multiple sclerosis, cerebral palsy, respiratory disorders, epilepsy, hearing, and visual impairments and more. * People with a physical disability are twice as likely to be inactive as those without a disability and evidence shows a relationship between engaging in physical activity and positive health outcomes for disabled adults. There is also evidence that people with physical disabilities are at greater risk of coronary heart disease and diabetes mellitus. Moreover, obesity increases the burden of disabilities and the number of secondary conditions. Eventually, patients become more dependent and have a poorer quality of life. * For working age adults mobility impairments followed by mental health and stamina/breathing fatigue were the top impairments reported and mobility, stamina and dexterity were most reported by Sate pension age adults.
