Summary of the contracting process

The Centre for Environment, Fisheries and Aquaculture Science (Cefas) has announced a tender for the provision of King Scallop Dredge Surveys, part of an ongoing research project in collaboration with Defra and industry partners. The tender, titled "CEFAS24-151 ITT for the provision to provide King Scallop Dredge Surveys," falls under the "Hire of vessels with crew" (CPV code 60651000) industry category and is classified as a "services" procurement. This open procedure tender, currently active, seeks to secure a suitable vessel and all necessary services for dredge fishing surveys. The tender was published on 23rd December 2024, with a submission deadline of 14th February 2025, and covers survey operations expected to commence on 14th March 2025, concluding by 13th March 2029. The procurement is valued at £480,000 GBP and entails a potential survey duration of up to four years, including optional annual renewals subject to funding confirmation.

This tender offers significant opportunities for businesses involved in maritime services, specifically those with expertise in managing and crewing sea-going vessels equipped for dredge fishing. Companies that can provide comprehensive management, crew, victuals, fuel, and operational planning will find this tender advantageous. The project aims to determine the harvestable biomass of king scallops in primary fishing grounds around England, involving up to 260 tows over two annual surveys. Successful bidders will collaborate closely with Cefas scientists, presenting a chance to contribute to critical environmental and fisheries research. This opportunity is particularly suitable for businesses with experience in scientific surveys, bycatch identification, and working within the confines of regulated research projects.

Notice Title

CEFAS24-151 Contract for the provision to provide King Scallop Dredge Surveys

Notice Description

As part of an ongoing research project, Cefas is collaborating with Defra and industry partners to carry out dredge fishing surveys with the aim of determining harvestable biomass of king scallop in the main fishing grounds around England. This Contract seeks to secure a suitable vessel and all management, crew, victuals, fuel, and other services necessary to carry out the requirements.

Lot Information

Lot 1

As part of an ongoing research project, Cefas is collaborating with Defra and industry partners to carry out dredge fishing surveys with the aim of determining harvestable biomass of king scallop in the main fishing grounds around England. This Contract seeks to secure a suitable vessel and all management, crew, victuals, fuel, and other services necessary to carry out the requirements.

Aims and Objectives
The main objectives of the survey will be to:

- carry out tows at predetermined survey locations using Newhaven commercial and modified scallop dredges;
- count and measure all king scallops in designated survey dredges and retain samples for further analysis in the laboratory;
- identify and count bycatch species.

Cefas will provide two scientists to oversee the survey operations and undertake the scientific data collection, working with the vessel crew to deliver the objectives of the survey.

The Skipper will be required to discuss and agree with the scientists a Detailed Operational Plan (DOP) before commencement of the survey, including the overall objectives and tow locations. This may be done via telephone, video call or onsite visit to the supplier (whatever is more practical with the time permitted).

Scope of Requirements
Cefas is collaborating with Defra and industry partners to carry out dredge fishing surveys to assess harvestable biomass of king scallop in the main fishing grounds of the English Channel, the Bristol Channel, and along the Yorkshire/Durham coast.

Over the course of two annual surveys (one in May and one in September), the aim is to carry out a combined total of up to 260 tows, each tow with the gear on the ground for a duration of 15 minutes, at a speed of 2.5-3.0 knots, using a combination of Newhaven commercial and modified scallop dredges which are deployed simultaneously.

Please note that the advertised budget represents the full potential survey duration of 4 years.

Renewal: 3 x 12 month extensions are to be awarded on an annual basis subject to confirmation of funding and are NOT guaranteed.
