Queen Elizabeth University Hospital (QEUH) - Upgrade Lighting Controls and Associated Systems BEMS
Notice Description
The project involves the replacement of outdated lighting control panels and associated systems in the office block of the Queen Elizabeth University Hospital (QEUH). The aim is to modernize the lighting control infrastructure, integrate emergency lighting testing capabilities, and improve the overall efficiency and compliance of the lighting system. This includes the replacement of SpaceLynk modules to ensure the system can generate monthly emergency lighting reports in accordance with regulatory requirements.
Lot Information
Lot 1
NHS GG&C require the Building Energy Management System (BEMS) at the Queen Elizabeth University Hospital Office Block to be upgraded which includes the upgrade of the lighting control system at QEUH which will deliver significant value for money by providing a modern, efficient, and compliant solution tailored to the hospital's needs. By integrating advanced technology, such as KNX DALI Gateway Pro and SpaceLynk controllers, the system ensures long-term reliability and reduced energy consumption, leading to lower operational costs. The pre-programming of components further minimizes installation time, providing immediate functionality and avoiding costly delays. Additionally, Schneider Electric's extensive experience in healthcare environments ensures that the project is delivered efficiently and to a high standard. This solution not only addresses current compliance needs but also provides a scalable and future-proof infrastructure, maximizing the return on investment. The overall cost, including the provision of high-quality equipment and expertise, represents excellent value for money, particularly when factoring in the long-term energy savings, reduced maintenance requirements, and enhanced safety compliance achieved through the upgrade. Schneider Electric installed the systems when the building was originally constructed, and, as the incumbent, has operated and maintained the building controls systems since. NHS Greater Glasgow and Clyde believe it is the only organisation able to demonstrate manufacturer qualified staff, in all of the required disciplines and systems, with access to the required software engineering tools and support, and in-depth knowledge of the building and current controls installation. Consequently awarding to another supplier would cost a significant amount money and disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations, and ensure the installation building energy controls is provide by the timescales stated ,is to publish a voluntary ex ante transparency (VEAT) notice.
