Torbay Council has announced the intention to award a contract under the Provider Selection Regime (PSR) for the provision of 0-19 Services in the health sector. The contract, which has an approximate lifetime value of £42.3 million, is set to commence on 1 April 2025 and is expected to run until 31 March 2035 with an initial term of 5 years and options to extend for up to a further 5 years. The services will be provided within the Torbay region (UKK42), focusing on health services for children and young people from antenatal stages through to age 19, extending to 24 for those with Special Educational Needs and Disabilities (SEND). The current stage of this procurement is at the award stage, with representations by providers due by midnight on 21 January 2025. The procurement process does not require prior publication of a call for competition due to the specific regulations applied.

This tender presents significant opportunities for businesses specialising in health services, particularly those experienced in working with children and young people. The focus on quality, innovation, and collaboration makes this an attractive opportunity for organisations dedicated to improving health outcomes and reducing inequalities. Given the criteria and the emphasis on service sustainability and integration, businesses with a strong track record in delivering comprehensive, community-based health services would be well-suited to compete. The involvement of key local authority figures in the decision-making process further highlights the importance of strategic alignment and community impact in the service delivery.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representations should be sent to commercial.services@torbay.gov.uk The deadline for written representations is 21 January 2025 at midnight. The award decision-makers for this contract are the Director of Public Health, the Director of Children's Services and the Director of Finance for Torbay Council, in consultation with relevant members. There were no declared conflicts or potential conflicts of interest of the individuals making the decision. The relative importance of the key criteria was as follows: 1. Quality and Innovation 27.00% 2. Value 10.00% 3. Integration, Collaboration and Service Sustainability 27.00% 4. Improving Access, Reducing Health Inequalities and Facilitating Choice 26.00% 5. Social Value 10.00% The rationale for the relative importance of the key criteria is as follows: Key Criteria 1 and 3 were identified as the most important to Torbay to ensure a quality service that is effective, efficient and safe whilst sustainable and maintains a collaborative relationship with partner agencies and departments. Key Criteria 4 was identified as the second most important criterion as one of the key local priorities is to reduce health inequalities. Key Criteria 2 was identified as having a lower relative importance to the other criteria as it is a local drive to ensure good quality services over price. The relative importance for Key Criteria 5 was set based on our mandatory minimum requirement for social value. The existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard when applying the key criteria.",
