Summary of the contracting process

The University of Birmingham has completed its procurement process for the annual renewal of health insurance cover for its Dubai campus. This contract, classified under accident and health insurance services (CPV: 66512000), was awarded to Orient Insurance P.J.S.C. with Allianz providing the cover via Mercer Marsh. The procurement method used was negotiated without the publication of a contract notice, mainly due to extreme urgency and other specific rationale. The policy is set to renew in January 2025, and the contract, valued at £3,703,848, is active as of January 2025. The University received five quotes during the market survey and opted for the best overall value, achieving a further 5% discount through negotiation.

This tender's annual renewal offers significant business growth opportunities for companies in the insurance sector, particularly those specialising in health insurance. Companies with competitive health coverage options and negotiation capabilities could find similar procurement processes particularly beneficial. Businesses with a strong presence in the United Arab Emirates, given the delivery location, would be well-suited to compete in future tenders from the University of Birmingham, especially considering the potential one-year extension option. The detailed market survey and negotiation process underline the importance of offering best value and competitive premiums in this sector.

Although it would be prudent to undertake a tender for the University's health insurance, there are a number of reasons why this is not yet possible: * In the last twelve months there have been three serious and significance claims which have had a detrimental effect on the claims experience. * The confirmed claims experience is not available until Q2 meaning the information was not available in time to undertake a tender. * Insurance inflation in the Emirates is consistent across the board. This has increased significantly this year resulting in higher premiums for all customers. This is demonstrable in the quotation the University has received. The engagement with Orient Insurance P.J.S.C. for the cover provided by Allianz currently meets the requirements of the University and enables further cover should it be required.
