Summary of the contracting process

The procurement process for the "Tier 3 Weight Management Tender," led by NHS Norfolk and Waveney Integrated Care Board, has unfortunately been abandoned as of 6th August 2025. This decision follows the NHS's recent re-configuration announcements affecting regional Integrated Care Boards. The service, planned to operate in Norfolk and Waveney, was categorised under health services, specifically catering to varied health needs through weight management programmes. This open procedure intended to cover a period of 3 years with an optional extension of 2 years. Although initially active with a tender phase originally planned to end on 23rd June 2025, subsequent developments led to the cancellation of the award process.

This tender would have created substantial opportunities for businesses specialising in health services, particularly those experienced in weight management programmes. Companies focusing on healthcare service delivery, particularly services incorporating behavioural and psychological support, would have been well-positioned to compete. Opportunities also existed for collaboration with local GP practices and other health services to identify and support users. While this specific tender has been halted, understanding the requirements and strategic goals shared here could inform future bidding opportunities, especially for businesses looking to partner in public health initiatives within the specified regions of Norfolk and Waveney.

This is a notice to inform the market the procurement has been abandoned.

NHS Norfolk and Waveney Integrated Care Board invited competitive bids for the Provision of a Tier 3 Specialist Weight Management Service. The contract was advertised for a period of 3 years with the option to extend for up to an additional 2 years.

The Tier 3 service across Norfolk and Waveney was advertised to offer the opportunity for service users who meet the qualifying criteria to access comprehensive support via a weight management programme tailored to their needs including reasonable adjustments in line with NICE Guidance.

The Tier 3 weight management service will incorporate both standard services and enhanced services for those service users with more complex health needs (co-morbidities) either independently or in partnership with other providers.

The service aims to:

* Reduce the number of people living with obesity in Norfolk and Waveney, thereby improving long-term health, reducing the burden of disease, and decreasing the need for social care, while also preventing or reducing the incidence and healthcare activity related to obesity-related illnesses.
* Function as part of a seamless care pathway for adults with obesity; to proactively work in partnership with services provided at tiers 1, 2 and 4, as well as other existing services supporting behaviour change
* Undertake comprehensive stakeholder engagement to inform practice, referral confidence and workforce development.
* Work with Norfolk and Waveney ICB using Population Health Management (PHM) data management systems to assist in the identification of service users with agreed BMI and clinical thresholds to ensure the people with the highest risk can be identified and supported to access help, where needed.
