Summary of the contracting process

Severn Trent Water Limited procured a framework for the supply and manufacture of precast segmental smoothbore shaft linings for new shaft-tank storage solutions across its infrastructure and non-infrastructure sites. The products are concrete structures for water storage and wastewater use, with designed and stocked internal diameters ranging from 6 metres to 25 metres or more. The requirement covers products suitable for underpinning, caisson and chimney construction methods, with jointing and sealing features that provide a watertight structure. Designs must meet relevant standards and regulations and have been proven in use in the UK water industry or equivalent industries. Delivery covers the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West of England.

The procurement is complete and has been awarded through a limited negotiated procedure without a prior call for competition, using a framework agreement. The buyer’s rationale was that market engagement found only one economic operator capable of meeting the technical and operational requirements. FP McCann Limited received two active awards, both related to the shaft-lining requirement. Two separate contracts were signed: one on 11 August 2026 for £50,000,000 and another on 24 August 2026 for £50,000,000. The procurement was evaluated on price. The single lot is marked cancelled, although the two awards and contracts are recorded as active. The framework includes an option to extend for a maximum further 24 months. One bid was recorded for the lot.

This outcome shows Severn Trent’s demand for specialist precast concrete shaft linings used in large water-storage construction, including wastewater applications. A credible future competitor would need the capability to design, manufacture and supply segmental shaft linings across a broad range of large internal diameters, with sufficient production and delivery capacity for projects throughout Severn Trent’s network. Products would need to comply with relevant standards and regulations for water-storing concrete structures and demonstrate proven installation and operational use in the UK water industry or an equivalent sector. Experience of underpinning, caisson and chimney construction methods would be important, as would engineered jointing and sealing systems capable of producing watertight structures. The requirement is suited to established specialist manufacturers able to support framework-scale demand.

Procurement Information

The contracting entity undertook pre-market engagement through publication of an F04 notice. Market engagement and subsequent assessment confirmed that only one economic operator is currently capable of meeting the technical and operational requirements of the contract. No alternative suppliers demonstrated the capability to deliver the requirement. The contracting entity therefore intended to award the contract using the negotiated procedure without prior call for competition in accordance with the Utilities Contracts Regulations 2016. The contracting entity then published an optional F15 VEAT Notice to provide additional transparency prior to contract award. The Contracting Entity observed a voluntary 10-calendar day standstill period starting from the day after the F15 notice was published. This standstill period has now concluded and the contracting entity has awarded the contract.
