Summary of the contracting process

Norfolk County Council is in the planning stage of a procurement process to award contracts for home support services within the South Norfolk region. This procurement, titled "Home Support South Norfolk," falls under the health and social work services industry category. The procurement is intended to appoint both Principal and Framework Providers to deliver these services across specific Primary Care Networks (PCNs) within Norfolk, specifically in areas such as Mid Norfolk, Breckland, Ketts Oak, and SNHIP. Interested providers are invited to engage with the council on 14th February by registering and submitting attendee details via the Norfolk County Council procurement portal. This is an opportunity for providers to understand the tender process and the council's expectations ahead of the official procurement under the Procurement Act 2023.

This tender presents a significant opportunity for businesses specialising in social work and welfare services to expand their operations within Norfolk. The engagement event allows potential bidders to clarify requirements and align their services with the council's needs, increasing their competitive edge. The tender process will take into consideration previous successful procurements, limiting Principal Providers to a maximum of 50% of the PCNs in the area, ensuring opportunities for multiple businesses. Companies with experience in providing social work services without accommodation or welfare services not delivered through residential institutions will find this tender especially relevant. Given the structure of procurement into several lots, even smaller businesses or those new to public tenders have a reasonable chance to secure contracts and grow their business.
