Summary of the contracting process

Westminster City Council is planning a procurement process titled "Public Art Agency Commission for Paddington - Bayswater High Streets Programme," which falls under the services category, specifically administrative recreational, cultural, and religious services. The primary location for this procurement is the UKI32 region, covering Praed Street, Queensway, and Westbourne Grove in Paddington and Bayswater. The tender is currently at the planning stage, with the procurement expected to be published in early February 2025. The contract will be divided into two lots, each valued at £240,000, with the entire project value being £480,000. The project aims to address the deficiency of arts and cultural offerings in the area by commissioning a series of public art projects, starting with Phase 1 in May 2025 and Phase 2 in August 2025, each running for two years.

This tender offers substantial opportunities for businesses specialising in public art and cultural project management. Suitable businesses include Public Art Agencies with a strong curatorial vision and capability to manage and deliver art projects. The successful bidders will be required to engage with local stakeholders, plan and oversee the project phases, and support artists with design development and delivery. This is an ideal opportunity for companies looking to expand their portfolio in the cultural and recreational services sector, leverage local community engagement, and collaborate closely with a regional authority like Westminster City Council.

Notice Title

Public Art Agency Commission for Paddington - Bayswater High Streets Programme

Notice Description

In 2023, the Westminster City Council (WCC) committed to improve local high streets outside of the West End. Paddington-Bayswater is the first area selected to take the programme forward. As part of a wider plan, a public art and cultural sub-programme has been established to address the significant deficiency of arts and cultural offer in the area. The Council will publish an opportunity shortly to procure a contract with a Public Art Agency to lead on development and delivery a public art commission across the high streets of Praed Street, Queensway and Westbourne Grove in Paddington and Bayswater. This is not an invitation to tender. The successful supplier(s) will be required to propose a curatorial vision for public art in the area, shortlist and commission a series of artists and locations, plan and oversee a coordinated phasing of the project, work alongside WCC officers, support WCC to engage with local stakeholders, and support the artists through design development and delivery. The contract value for each lot is PS240K. Bidders will be able to bid for one or both lots. The tender is expected to be published in early February 2025.
