Summary of the contracting process

The Ministry of Defence is inviting interest in the planned procurement of Heavy Equipment Transporter (HET) platforms under the Materiel Distribution Land (MDL) programme, with an anticipated full operating capability by June 2029. This tender is in the planning stage and aims to acquire 70 to 90 HET vehicles capable of transporting heavy and out-of-gauge equipment, each with an 85-tonne lift capacity. The project also includes an integrated support service for ten years, with potential extensions. The equipment will be used both in the UK and overseas, during both peacetime and operations. The procurement falls under the industry category of transport equipment and auxiliary products to transportation, primarily for defence purposes, with further market engagement details to be communicated via the Defence Sourcing Portal.

This tender represents a significant business opportunity for companies specialising in defence logistics solutions, heavy equipment manufacturing, and maintenance services. Businesses with expertise in producing advanced transportation systems and those capable of providing innovative through-life support services stand to benefit. The maintenance of the fleet will involve Original Equipment Manufacturer and Royal Electrical & Mechanical Engineers personnel, requiring a number of qualified and security-cleared technicians. This presents an excellent growth opportunity for businesses capable of partnering on long-term government contracts, particularly those with a focus on defence and military operations.

Notice Title

Materiel Distribution Land (MDL) Heavy Equipment Transporter (HET)

Notice Description

Requirement The Ministry of Defence (the Authority) under the Materiel Distribution Land (MDL) programme is developing a requirement project for Heavy Equipment Transporter (HET) platform, circa 70 to 90 vehicles, and an integrated support solution service for an initial period of ten years, with potential options to extend beyond the initial period. Aspirational Full Operating Capability (FOC) is June 2029. This requirement aims to introduce a new, technologically advanced system for the delivery of heavy and out-of-gauge equipment, with a minimum threshold of eighty-five (85) metric tonnes, featuring improved low mobility lift capabilities. This system will significantly improve and sustain the operational movement of heavy, mission-critical equipment well into the future. The primary role is to transport heavy armoured equipment, but it must also be capable of moving lighter equipment into the theatre of operations. Additionally, this equipment will be used during peacetime for training delivery both in the UK and overseas. The requirement includes the acquisition, repair, maintenance and, through-life service options through innovative partnered solutions. The Authority will require its HET fleet to be supported via a blended maintenance solution of Original Equipment Manufacturer and Royal Electrical & Mechanical Engineers (REME) personnel for the whole fleet. This is likely to require a suitable number of appropriately qualified and security cleared vehicle maintainers/technicians working within MoD base venue/s, conducting the majority of maintenance, alongside regular Army personnel. Route to Market: This Prior Information Notice has been issued to enable industry awareness of the MDL HET. This is a pre-concept brief, and the Authority is not committed to exact requirements or to establish the project or programme. Next Steps: Any further Market Engagement shall be communicated and advertised via the Defence Sourcing Portal (DSP).
