Management of Helicobacter Pylori Urea Breath Test
Notice Description
The service provides a diagnostic test to detect H.Pylori, which can then be treated in primary care. Successful treatment of H.Pylori infection with antibiotics can contribute to the prevention of peptic ulcers. The diagnostic test is carried out by a range of contracted General Practices and Community Pharmacies within LLR, with test results and any subsequent treatment organised by the practice (as part of routine primary care).

Primary / community care diagnostic test to detect H.Pylori, which can then be treated in primary care. Successful treatment of H.Pylori infection with antibiotics can contribute to the prevention of peptic ulcers. The diagnostic test is carried out by contracted GP practices and Community Pharmacies within LLR, with test results and any subsequent treatment organised by the GP (as part of routine primary care). The ICB is intending to award a contract to 28 existing providers following the PSR direct award process C, where the existing providers are satisfying the existing contracts and will likely satisfy the proposed new contract, and the contracts is not changing considerably, and the test for considerable change is not met. The approximate lifetime value of the contracts is a zero-based contracts, paid on cost and volume at PS42.26 per test. The dates between which the services are intended to be provided are: 01/04/2025 to 31/03/2027, with an option to extend by a further two years up to 31/03/2029.

The non-conflicted members assessed the nature and risk of this conflict and decided to allow the conflicted member to participate in the discussion but was excluded from the decision-making. The Contracting Authority has assessed the providers' suitability and technical / professional ability to undertake this service based on their current activities and performance, against the key criteria and basic selection criteria when making a decision to award this contract. The provider's economic and financial standing has been considered in proportion to the contract value and terms. The assessment demonstrates that the providers have been, and are likely to continue to satisfy the requirements of the contract. The intention to award the contract is made on this basis. key criteria 1. Quality and innovation: The providers offer safe and effective services and meet the ICB's quality and safety requirements. key criteria 2. Value: This service offers value financially and to the local healthcare community as patients continue to access services within a primary care setting, which reduces demand for more costly services. key criteria 3. Integration, collaboration and service sustainability: The service provision is consistent with NICE clinical guidelines and local integrated (primary, community and secondary) care pathways for treatment and management of H-Pylori. Early treatment and intervention improve health outcomes for patients and reduce demand for other invasive secondary care interventions. key criteria 4. Improving access, reducing health inequalities and facilitating choice: Services are widely available to patients registered with an LLR GP Practice. Providing care in a local environment/setting allows patients to receive care in a timely manner and reduces demand for secondary care services. key criteria 5. Social value: Services are offered without delay, contributing to timely interventions which minimise the impact on patient's lives. The providers maintain employment of local people to deliver the services.",
