Summary of the contracting process

The recent procurement process conducted by Incommunities Limited focuses on ensuring resident safety with the provision of temporary scaffolding handrails for failing concrete balustrades and walkways. This construction work is being conducted in Bradford, West Yorkshire, under a JCT Measured Term Contract 2016, commencing on 6th July 2026 with an initial term of 12 months and the option to extend up to two additional 12-month periods. The contract was awarded to Ingleford Scaffolding Limited following a mini competition within the EN:Procure Dynamic Purchasing System (DPS). The project includes various tasks such as site inspections, design, erection, maintenance, and dismantling of scaffolding systems, covering several residential blocks like Kelvin House and Ogden House, with potential expansion to further buildings over the contract period. Key focus points include addressing fall risks and ensuring the continuity of safety measures during permanent remedial works.

This tender presents significant opportunities for businesses that specialise in scaffolding and associated services, particularly those experienced in social housing or high-rise building projects. With an estimated annual work order value of between £0 and £200,000, it represents an attractive contract for small and medium enterprises (SMEs) with scalable operations that can adhere to the specific access and safety requirements of occupied residential environments. Engaging in this project allows businesses to develop their expertise and potentially secure long-term relationships within the social housing sector in collaboration with bodies like Incommunities and EN:Procure, enhancing their portfolio in the region.
