Summary of the contracting process

Surrey County Council has awarded a contract for a smoking cessation service aimed at inclusion health groups, estimated to start in February 2025 and end in February 2026, with possible extensions up to four additional years. The service supports Surrey's Health and Wellbeing Strategy, focusing on reducing substance misuse, including smoking, and promoting a healthy lifestyle. The approximate lifetime value of the contract is £320,000, and it falls under the 'services' category, specifically rehabilitation services. The procurement used a limited method without prior publication of a call for competition under the Health Care Services (Provider Selection Regime) Regulations 2023, indicating a tailored and direct approach due to the specialised nature of the service. This procurement falls outside the Public Contracts Regulations 2015, with the award being made to Alliance for Better Care CIC.

This contract provides significant opportunities for businesses specialising in health and wellbeing services, particularly those experienced in smoking cessation and related support services. The targeted approach and emphasis on quality criteria for the award process suggest that businesses with a strong track record in delivering effective and innovative health interventions will be well-suited to compete. Such businesses can anticipate collaboration opportunities with Surrey County Council and potential service expansions, given the possibility of contract extensions. Aligning with regional health priorities can also enhance business growth in public health sectors, making this a valuable opportunity for specialised healthcare providers.
