Summary of the contracting process

Scottish Hydro Electric Transmission Plc procured construction and engineering services for the High Constellation Windfarm Connection project. The requirement covers initial design, engineering and pre-construction for approximately 5km of 132kV underground cabling, with an option for further design, procurement, engineering, construction, testing, commissioning and handover. The work is electricity power-line construction, including high-voltage cable and cable-laying installation. The recorded delivery location is Argyll. The wider procurement involved utility organisations and includes work supporting electricity networks, but this awarded requirement is specifically identified as the High Constellation 132kV underground cable connection project. The selected supplier is United Infrastructure Power T&D Limited, a large organisation based in Warrington.

The procurement is complete and the relevant award is active. The contract was awarded to United Infrastructure Power T&D Limited under a selective negotiated procedure with a prior call for competition. Evaluation for the relevant lot was price-only. The contract was signed on 27 July 2026 and is recorded as active. The procurement included three lots, but the published status for each lot is cancelled; the active award is separately associated with the High Constellation requirement. Written submissions were used, with English as the submission language. Qualification began with registration on the Utilities Vendor Database, followed by a pre-qualification questionnaire. Utility entities could use electronic auctions, and high-risk suppliers could be subject to an independent health, safety, environment and quality audit under the Verify scheme.

This award demonstrates demand for specialist electricity infrastructure delivery around high-voltage underground cable connections. A credible competitor would need experience in 132kV underground cabling and the ability to provide coordinated design, engineering and pre-construction services. Capability to manage procurement, construction, testing, commissioning and handover would also be relevant where the construction option is exercised. Suppliers should be able to work within utility pre-qualification processes, beginning with Utilities Vendor Database registration and completion of the associated questionnaire. For higher-risk activities, an organisation may need suitable health, safety, environmental and quality systems and be prepared for Verify audit requirements. The requirement suits contractors with utility-scale project management, cable installation expertise and the capacity to work with transmission network owners and their technical assurance arrangements.
