Summary of the contracting process

The University of Ulster has concluded a procurement process for a Learning Management System aimed at enhancing workplace learning for approximately 3,400 staff. The procurement, initially announced in February 2025, sought services under the CPV code for "Education and training services," highlighting its function within the educational industry category. The procurement was executed through an open procedure and entailed a contract unexpectedly commencing on 1st July 2025. Located in Coleraine, Northern Ireland, the university, as the contracting authority, concluded the process with a standstill period providing scope for legal challenges, which aligns with the regional Public Contracts Regulations. The contract, valued at £529,062, was awarded to Learning Pool Ltd. and initially spans three years, with the option to extend up to thirty-six additional months.

This tender represents a significant opportunity for enterprises specialising in cloud-based educational software and services. With the procurement's emphasis on integration with HR systems, entities skilled in providing seamless digital ecosystems and employee training solutions are well-positioned to benefit from such contracts. The focus on quality, commanding 70% of the decision criteria, suggests that enterprises delivering robust, high-quality solutions will have a competitive edge. Additionally, as the process is conducted under an open procedure, small and medium-sized enterprises (SMEs) like Learning Pool Ltd., the awardee, are equally positioned to participate and further their growth within the educational technology sector.
