Summary of the contracting process

Liverpool City Council is in the planning stage of a procurement process titled the "Care and Support at Home Closed Framework". This initiative, falling under the social work and related services industry category, is set to serve the Liverpool region and aims to establish a closed framework to provide care and support services at home across 12 neighbourhoods. As of July 2026, the Council supports approximately 2,700 residents, commissioning about 35,000 hours per week. The procurement is under an open procedure, with electronic submissions allowed until 1st September 2026, and the process outlines a framework agreement maximum of 28 participants. The communication indicates a future notice date of 20th July 2026, and the contract is anticipated to commence on 15th March 2027, concluding by March 2032, with potential extensions up to 2035.

This tender presents significant opportunities for businesses specialising in domiciliary care and social work services, particularly those with the capacity to deliver high-volume, quality care solutions across multiple neighbourhoods. The framework aims to accommodate up to 28 participants, fostering a competitive yet collaborative environment benefiting both large multi-service providers and smaller, niche care providers. The flexible extension options allow businesses to plan long-term engagements with the council, promoting stability and growth. This engagement can empower businesses to scale their operations, enhance service delivery through innovation, and become pivotal players in delivering essential services to the Liverpool community.
