Summary of the contracting process

The Northern Ireland Fire and Rescue Service (NIFRS) has concluded a procurement process for the renewal of Chemdata Licensing, a safety-critical chemical information service essential for emergency response operations. This process, identified under the title "Chemdata Licensing," falls under the services category and was executed using the direct award procurement method due to exclusive intellectual property rights held by Ricardo PLC. The procurement, concluded by a direct contract award to RICARDO-AEA LIMITED, is aligned with Northern Irish devolved regulations and central government authority standards. Key dates of this contract include a start date of April 1, 2025, with the current licensing set to expire on March 31, 2025. The renewal spans an initial one-year period with options for four additional annual extensions, making the maximum potential contract period up to March 31, 2030.

This tender presents business growth opportunities primarily for large enterprises operating in the IT services sector, particularly those specialising in software licences and support. While the direct award aspect limits competition, businesses similar to RICARDO-AEA LIMITED, with sole technical rights or unique capabilities in software solutions related to emergency services and chemical management, may find such tenders beneficial for strategic partnerships and future growth. The contract highlights the importance of maintaining technical exclusivity and service quality, offering a model for businesses aiming to secure high-value government contracts by investing in unique capabilities and developing strategic offerings within niche markets.
