Summary of the contracting process

The procurement process for the "Provision of Temporary Accommodation Services" has been initiated by the South & East Lincolnshire Councils Partnership, consisting of South Holland District Council, Boston Borough Council, and East Lindsey District Council. This collaboration represents a substantial government partnership addressing the housing needs in the East of England, particularly in South and East Lincolnshire. The tender falls under the services category, specifically hotel accommodation and related services, and is currently active with the end of the tender period on 15 October 2025. The procurement method is open, inviting businesses to submit tenders through an electronic portal or via post, ensuring compliance with procurement regulations while providing safe and quality accommodation. The procurement process is facilitated by Public Sector Partnership Services Ltd, headquartered in Salford, United Kingdom.

This tender presents significant business opportunities for suppliers within the accommodation sector, especially those able to offer flexible solutions for nightly-purchased temporary accommodation. With an estimated gross value of £2,280,000, there is considerable scope for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) to participate in this procurement. Businesses providing cultural sensitivity, support for substance misuse, or accommodation tailored for specific work arrangements may find additional opportunities due to specialised requirements. Participation in such projects allows businesses to strengthen ties with local councils and contribute positively to community welfare, while aligning with procurement compliance standards. The framework agreement method without reopening competition offers structured engagement with ranked suppliers based on price and quality submissions, fostering long-term collaborations.

Notice Title

Provision of Temporary Accommodation Services

Notice Description

The South & East Lincolnshire Councils Partnership (SELCP) is a collaboration between three councils: Boston Borough Council, East Lindsey District Council, and South Holland District Council. It is the largest council partnership in the UK, serving over 300,000 residents across 1,112 square miles. In South and East Lincolnshire, there is an ongoing demand for temporary accommodation. To meet this ongoing demand for temporary accommodation, the Councils have become increasingly reliant on nightly-purchased accommodation from a wide range of providers. It is important that the Councils regularise their expenditure on temporary accommodation with its appointed suppliers to ensure its compliance with procurement regulations and legislation, and to ensure the provision of safe and high-quality accommodation standards for its residents.
