Summary of the contracting process

The Department for Education (DfE) has finalised the Construction Framework 2025, an ambitious procurement initiative aimed at enhancing the educational infrastructure across England. This framework comprises two value bands and ten lots, streamlining the process for design and construction of various educational establishments including schools, colleges, and academies. The framework is established under the Procurement Act 2023, focusing on delivering excellence in construction to support educational initiatives not only within DfE but also for other public bodies. Contracts within this framework are set to commence on 14 January 2026, with a duration of six years plus an optional extension of up to two years. The total framework budget is valued at £15.4 billion, and it will be executed through a selective procurement process using competitive flexible procedures. The active contracts span various regions in the UK, including North, South, North East, Yorkshire & the Humber, East Midlands, East of England, London, South East, South West, and North West/West Midlands.

The Construction Framework 2025 presents substantial opportunities for large construction firms experienced in educational infrastructure projects. Suppliers such as BAM Construction Limited, Bowmer and Kirkland Limited, and Galliford Try Construction Limited have been awarded lucrative contracts to further the development of educational facilities nationwide. This framework is particularly geared towards companies equipped to handle large-scale projects in building fittings, prefabricated buildings, construction work, architectural services, and engineering services. Moreover, the competitive nature of mini-competitions within the framework allows businesses to showcase their capabilities and secure additional projects, encouraging growth and expansion in the construction sector. Expanding their footprint in public sector construction, suppliers involved will benefit from high-value contracts and the chance to contribute to long-term educational development programmes across England. The involvement of local government and various educational institutions promises ongoing collaboration and access to future opportunities under the framework's conditions.
