Summary of the contracting process

The Department of Environment, Food and Rural Affairs (DEFRA) has concluded the procurement process for the "pEPR Efficiency & Effectiveness (E&E) LA Improvement Action Process (IAP) Pilot." This process targeted environmental impact assessment and consultancy services, categorised under CPV codes such as 90711400, 90713000, and related services. The procurement followed an open procedure and reached the award stage on 22 July 2025, with the awarded contract period starting from 16 June 2025 to 1 December 2025. The project addresses service delivery within the UK and is underpinned by the legal provisions of the UK Packaging (pEPR) regulatory framework.

This opportunity presents significant business growth potential for companies in the environmental consultancy sector, particularly those specialising in Impact Assessments (EIA) and environmental management services. Large enterprises such as Ricardo-AEA Limited, PA Consulting Services Ltd, and SLR Consulting Limited have secured contracts, alongside SMEs and well-established consultancies such as Waste and Resources Action Programme (WRAP) and Eunomia Research & Consulting Ltd. Businesses with expertise in these areas are well-suited to compete in the public sector, offering avenues for both large-scale corporations and smaller entities to enhance their portfolios and influence environmental policy at the government level.
