Summary of the contracting process

The procurement process for the "Framework Agreement for the Provision of Emergency Lighting Inspection, Testing and Maintenance" engaged multiple councils as buying organisations, including Staffordshire County Council, Cannock Chase District Council, Stafford Borough Council, and South Staffordshire District Council. This tender was open to public authority sub-central government entities, classified under the industry categories for emergency lighting equipment and maintenance services. The procurement stage commenced with planning, followed by the tender stage that closed on 29th May 2025, leading to the awarding of the contract in August 2025. The process utilised an open procedure under the legal basis of UKPGA 2023/54. This agreement covers numerous locations primarily in Staffordshire, with additional sites in Cheshire, Lancashire, Derbyshire, and the West Midlands, requiring services like inspection, testing, and responsive maintenance with a 24/7 callout facility.

This tender represents a significant opportunity for businesses specialising in maintenance and repair services, particularly those capable of providing emergency lighting solutions. The contract, valued at up to £1,200,000, offers a substantial engagement for SMEs and VCSEs due to its scale and requirement for technical accreditations such as SSIP and Constructionline Gold memberships. Suppliers capable of delivering quality services at competitive prices were well-suited for this framework. With a 4-hour response requirement and the potential for a contract period extending to 2029, businesses with proven competency and capacity to manage a comprehensive range of building types across multiple regions can leverage this opportunity to expand their service portfolio and client base within the public sector.
