Summary of the contracting process

The London Borough of Enfield has awarded a contract for the Enfield Adult Substance Misuse Recovery Service, a project focussing on rehabilitation and support services in the UK. This tender, classified under CPV 85312500 for rehabilitation services, was conducted via a direct award process pursuant to the Health Care Services (Provider Selection Regime) Regulations 2023. The procurement falls outside the Public Contracts Regulations 2015, and the contract, valued at approximately £11,657,137.91, was signed on 17 March 2025. The initial term of this service contract is three years, starting from 1 April 2025, with the possibility of extending annually for up to two additional years, totalling a potential duration of five years.

This contract presents significant opportunities for businesses specialising in healthcare and rehabilitation services, especially those with experience in delivering substance misuse recovery programmes. The direct involvement of the North London NHS Foundation Trust as the service provider highlights the scope for collaboration with large healthcare organisations and the potential for subcontracting opportunities, exemplified by their partnership with Humankind Charity. Businesses offering ancillary services such as employment support and peer support networks can also see opportunities to align their services with this borough initiative to help foster business growth while supporting community health initiatives.
