Summary of the contracting process

Newport City Council, a sub-central government authority, has awarded a contract to Newport Live for the provision of the Aspire Education Programme within Newport. This programme, classified under secondary education services, targets young people in Year 10 and Year 11 at risk of becoming NEET (Not in Education, Employment or Training). The service will be delivered at Newport Live's community venues, including sports venues, and initially cater to students from Lliswerry High School, Llanwern High School, and The John Frost High School, with Newport High School joining on 1 April 2025. The contract runs from 1 April 2025 to 31 March 2028, with a potential extension of up to two years, contingent on market and funding reviews. The programme will offer bespoke support to up to 48 students, expanding from the current 36, and aims to provide stability and consistency over its duration.

This tender presents significant business growth opportunities, particularly for SMEs capable of delivering specialized educational services. Newport Live's experience and understanding of the local community and educational needs make it uniquely positioned to provide consistent and effective support to at-risk youth, thereby fostering their reintegration into mainstream education or preparing them for employment. Other organisations with similar competencies and local knowledge could benefit from participating in future tenders as the programme expands and the market matures. The direct award method emphasizes the need for expertise and consistency in service delivery for vulnerable populations, encouraging businesses with relevant skills and experiences to engage in public sector contracts.
