Summary of the contracting process

The Centre for Environment, Fisheries and Aquaculture Science (CEFAS), located in Lowestoft, UK, has completed the procurement process for the "CEFAS25-24 Equipment Maintenance Agreement for WaveRiders" within the marine monitoring industry. The project, integral to the Cefas WaveNet Project, involves the servicing and maintenance of WaveRiders across various UK waters, essential for collecting data on sea state metrics. Awarded through a direct procurement method due to the unique technical requirements, the contract has a significant value of £300,000 gross and spans from 3 April 2025 to 31 March 2028. The procurement was finalised on 2 April 2025, with R.S. Aqua Limited, based in Farnham, UK, identified as the sole provider suited for the job due to their exclusive representation of DataWell, the equipment's producer.

This tender presents substantial business growth opportunities, particularly for firms specialising in marine equipment maintenance and servicing. SMEs like R.S. Aqua Limited, which have the required technical proficiency and exclusive industry ties, are well-positioned to compete in such tenders. With the marine monitoring sector necessitating high precision and reliability, companies proficient in handling complex marine devices and having established partnerships with key equipment manufacturers can significantly benefit from similar procurement processes.

Notice Title

CEFAS25-24 Equipment Maintenance Agreement for WaveRiders

Notice Description

Provision of servicing and maintenance of WaveRiders for Cefas WaveNet Project, located in various regions around UK waters. The equipment requires regular maintenance and calibration services to retain full working conditions, and ensure Health and Safety, particularly due to the harsh environment of the equipment being at sea for prolonged periods of time. The equipment is essential for collecting data on a variety of monitoring metrics of the sea state

Procurement Information

The UK WaveNet monitoring program, is built on a fleet of DataWell (hardware equipment supplier) wave riders as the gold standard ultra-reliable monitoring device. As well as the required capital investment to replace this existing equipment, a change of platform would be prohibitively expensive and would also need approval from our customer (EA and UKCMF) in order to ensure Cefas was meeting it's contractual obligations. As such the continues use of the DWR Mk3 instruments is essential, and RS Aqua is the only UK representative for DataWell to provide the necessary calibration and maintenance and servicing requirements.
