Summary of the contracting process

The Argyll and Bute Council has completed the contracting process for "Supported Living Services" in the social work industry, focusing particularly on services for adults with complex care needs. The procurement process concluded with an award issued on 11th December 2025, following a VEAT Notice and a Standstill period. The project covers the Argyll and Bute region in the UK, and the procurement method used was limited, involving an award procedure without prior publication of a call for competition. The contract, valued at £12,000,000, was signed on 9th April 2025. This contracting process was completed through a framework agreement aimed at ensuring continuity of service, addressing the specific needs and outcomes for service users.

This tender provides significant opportunities for businesses involved in social work and related services, particularly those with expertise in complex care needs. With a large contract value, it offers substantial growth potential for both large scale enterprises and small to medium-sized enterprises (SMEs), as evidenced by the participation of Mariner Support Associates Ltd, a known SME. The project is ideal for businesses that possess pre-existing qualifications and a track record in delivering similar services. By being part of this framework, suppliers can position themselves for future opportunities with the Argyll and Bute Council, as well as strengthen their service portfolio within the sector.

Procurement Information

Regulation 76 of the Public Contracts (Scotland) Regulations 2015 allows a contracting authority to determine the procedure that is to be applied in connection with the award of a contract and may take account of the specialties of the services in question and the requirements and needs of users In this case, no prior notice has been issued on the basis that there are sufficient technical reasons to allow the direct award. These technical reasons relate to the specialties of the service and the requirement for continuity of service to meet outcomes for service users. The decision was made to award contracts to existing providers, who will pre-qualify to the resource of qualified providers. There will be no artificial narrowing of the market as new providers can complete our pre-qualification process and be included in our resource of qualified providers.
