Summary of the contracting process

Milton Keynes City Council appointed an operator to manage three leisure facilities in Milton Keynes: Bletchley Leisure Centre, Woughton Leisure Centre and Windmill Hill Golf Course. This is a leisure and sports facilities management service, classified under CPV 92610000. The requirement covers the operation and management of the facilities, including maintaining and delivering sports and leisure programmes for residents. It also connects with the council’s objective of creating a more active Milton Keynes and its wider net-zero ambition, including decarbonisation work affecting Woughton Leisure Centre. The work is delivered in Milton Keynes for the council, which is the contracting authority and service owner.

The procurement is complete and the contract has been awarded and signed. It used an above-threshold open procedure, with award based on price in accordance with the Invitation to Tender. Three valid final-stage bids were received. Serco Leisure Operating Limited was awarded the contract on 3 December 2025 for £15,026,929 excluding VAT (£18,032,314 including VAT). The contract runs from 1 March 2026 to 29 February 2036, with an option to extend by five years to 28 February 2041. The tender submission deadline was 29 September 2025 at 12:00, and the award period ended on 11 December 2025. The contract was signed on 1 March 2026 and is active. The procurement comprised one lot, marked suitable for SMEs.

This award shows demand for substantial, long-term leisure operations capability from an established provider able to manage multiple public facilities as one service. A credible competitor for a future requirement would need experience operating leisure centres and golf facilities, maintaining safe and reliable venues, and delivering programmes that increase regular usage and support residents’ health and wellbeing. The buyer also expects a well-managed service with high-quality programmes that attract repeat use, alongside environmental performance that reduces the impact of sports and leisure operations and contributes to Milton Keynes becoming a net-zero city. Suppliers should therefore be able to demonstrate operational capacity across several sites, strong service management, community-focused programming, asset maintenance and practical decarbonisation or sustainability expertise.

Notice Title

Milton Keynes Leisure Management

Notice Description

The Council has appointed an operator to undertake the management of three (3) leisure facilities within Milton Keynes including Bletchley Leisure Centre, Woughton Leisure Centre and Windmill Hill Golf course. The total contract award value stated in this notice is the tendered sum for the full possible contract period of 15 years (i.e. the initial contract period of 10 years plus the full potential extension period of 5 years) at the point of signature. This figure comprises the estimated value of the management of the 3 leisure facilities and is indicative only. It is expected this figure will be affected by inflation in accordance with the provisions of the contract. For the purposes of Section 74(1)(a) and paragraph 1 of Schedule 8 of the Procurement Act 2023, Milton Keynes City Council may during the term of the Leisure Operator Contract apply an agency model arrangement to replace the traditional leisure management arrangement. The Council reserves the right to modify the contract terms and conditions to accommodate a move to the agency model arrangement. The Authority is delivering a major low-carbon infrastructure investment in the form of a city scale District Heat Network (DHN), a key component of its commitment to achieving net zero carbon emissions by 2030, as outlined in the Authority's Strategy for 2050 and Council Plan 2024-2026. In the first phase of the DHN, low-carbon heat will be delivered to several public buildings across the city, helping to reduce reliance on gas combustion heating. As part of the Public Sector Decarbonisation Scheme (PSDS), the Authority has been successful in its application to convert three major public buildings: the city library; Civic building; and Woughton Leisure Centre.
