Summary of the contracting process

Translink, a public undertaking based at 22 Great Victoria Street, Belfast, has announced a planned procurement process focused on the Enterprise Fleet Replacement Project (EFRP). This process is at the planning stage with the tender for train lifting jacks to support maintenance at the York Road Depot in Belfast. As of the most recent update on 9th July 2026, the procurement involves an open procedure aimed at securing goods with a gross value of £1,440,000 in the railway equipment industry. Key events include a mandatory site visit in the week commencing 10th August 2026, and the submission period for tenders ending on 17th September 2026, with the award period concluding on 30th October 2026. This initiative falls under the Northern Irish devolved regulations, adhering to the legal framework established by the UKPGA 2023/54.

This procurement opens substantial opportunities for businesses specialising in manufacturing and installing railway maintenance equipment, with a focus on lifting and handling technology. The process invites participation from qualified contractors capable of delivering high-quality, technically sound solutions under the open procurement procedure. Businesses experienced in the railway industry, especially those with a track record in providing certified safety equipment, are ideally positioned to benefit. SMEs may also find particular opportunities here, as Translink's engagement phase highlighted a preference for collaboration with experienced suppliers capable of fulfilling the project requirements efficiently. Moreover, the possibility of contract options and renewals further enhances the growth potential for suppliers in this sector.

Planning Information

Before initiating a competitive tender process, NI Railways and Irish Rail aim to engage with the marketplace to gather insights that will shape the sourcing strategy for these contracts and, consequently, the procurement process. It is expected that this procurement exercise will be divided into separate procurement exercises for each type of equipment, which will be confirmed following the premarket engagement and information-gathering phase. We wish to engage with experienced companies who can meet the requirements outlined in this notice and can demonstrate relevant experience delivering projects in a railway environment or demonstrate the ability to deliver products with relevant safety certification for use in a railway environment. Work packages are anticipated to include the following: Controlled Emission Toilet (CET) systems, lifting jacks, underframe component lifting and moving equipment, sand storage and dispensing equipment, train wash, train wheel lathe, and traction battery storage, potentially for both NI Railways and Irish Rail. Interested suppliers should register their interest by emailing their contact details to Ron Stitt at ron.stitt@translink.co.uk. We anticipate holding meetings with interested parties between March 2025 and June 2025.
