NOTIFICATION OF INTENTION TO AWARD: The wrap around service will deliver a seven-day service with clinical cover between the hours of 8am - 8pm across the whole of Sussex for asylum seekers in contingency hotels commissioned by the Home Office, those with settled status under the ACRs scheme and Ministry of Defence sites for those with settled status under the ARAP scheme. They will provide a wraparound service for urgent medical needs whilst liaising with other key stakeholders including general practice, local acute providers, mental health services, community services, voluntary community sector, county councils.

The total contract value will be for PS2,892,849 beginning 1st April 2025 and ending 30th September 2026. Contract value per annum = PS1,928,566 Total length of contract = 18 months The wrap around service will deliver a seven-day service with clinical cover between the hours of 8am - 8pm across the whole of Sussex for asylum seekers in contingency hotels commissioned by the Home Office, those with settled status under the ACRs scheme and Ministry of Defence sites for those with settled status under the ARAP scheme. This is a Provider Selection Regime (PSR) Intention to Award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight (23:59) on 8th April 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Evaluation key Criteria The service evaluation was reviewed against the 5 key criteria: The key criteria were weighted as follows: * Quality and innovation - 30% * Value -30% * Integration, Collaboration and Service Sustainability - 10% * Improving access, reducing health inequalities and facilitating choice -20% * Social Value -10% Quality & Innovation: This criterion shares the heaviest weighting as quality and innovation (i.e. maintaining quality is a key part in delivery of healthcare needs in unconventional settings such as hotels) is a key part of the service. Value: This criterion shares the heaviest weighting, which was assessed equally to the \"Quality and Innovation\" criterion. The contract needs to display it is good value for money in ensuring secondary care admission avoidance and inappropriate use of primary and secondary and emergency care services. Integration, Collaboration and Service Sustainability: The service needs to be adaptive to changing circumstances. E.g. Changing demographics of new arrivals according to new and emerging war zones, climate change etc. Improving access, reducing health inequalities and facilitating choice: This criterion is significant because the service directly aims to reduce health inequality amongst a very vulnerable cohort. Promoting good healthcare support and assisting service users to understand the healthcare choices available to them. Social Value: This criterion recognises the potential impact of services and their contributions to broader social, economic, and environmental improvements in the community. Although this hasn't been weighted as heavily, it is important that providers provide healthcare access to this group many of whom have had limited or no access to healthcare either in their country of origin or whilst travelling to the UK.",
