Summary of the contracting process

Plymouth City Council has awarded contracts for "Extra Care Housing" services across four localities in Plymouth, United Kingdom. The project, under the sub-central public authority category, focuses on providing 24/7 on-site care for residents, mostly aged 55 and older, within self-contained homes. This open procurement process, completed with a series of tenders, was executed through an open procedure under the light-touch regime. The contracts, each lasting four years with potential extensions of up to four more years, cover the North, East, South, and West localities of Plymouth, with the procurement stage now complete. Noteworthy details include that contract periods commenced on 1 May 2026, with the legal framework guided by the 2023/54 UKPGA legislation. The total contract value across all localities amounted to £31.6 million.

This tender offers extensive opportunities for businesses, particularly those specialising in social work and related services. Large-scale service providers would find the contract's scope fitting due to its requirement for stability and consistent service delivery, but there's also room for SMEs who can demonstrate flexibility and responsiveness in care delivery. The contract supports initiatives to improve the wellbeing of service users, promote independence, and strengthen community relations—features that enable providers to contribute meaningfully to social value. With a focus on innovation and collaboration with housing providers, businesses that excel in these areas are well suited to leverage the outcome for growth, particularly within health and social care sectors.
