Summary of the contracting process

The Minister for the Cabinet Office, acting through Crown Commercial Service (CCS), has implemented a Pan-Government Collaborative Agreement for the provision of media services titled "Media Services". This initiative, categorised under advertising services, encompasses central government departments as well as all UK public sector bodies including local authorities, health sectors, police, fire and rescue services, education, and devolved administrations. The procurement stage has progressed to the award phase, with the contract being active from 14 December 2021 to 13 December 2025, recently extended until 13 June 2026. The contract, valued at £1.3 billion GBP, aims to replace the RM6003 Media Buying Framework which expired on 21 May 2022.

This procurement presents a significant opportunity for businesses specialising in advertising and media services to collaborate with multiple government departments and public sector bodies across the UK. Companies with capabilities in providing comprehensive media services would benefit from the large-scale, long-term nature of this agreement, thus fostering business growth through a stable and substantial contract. Given the extensive reach of the framework, both large-scale suppliers and those experienced in handling government contracts would be well-positioned to leverage this procurement to enhance their market presence and operational scale.
