Summary of the contracting process

Lancashire Renewables Limited has awarded a framework for leasing mobile plant equipment and providing associated services. The equipment supports waste handling at its treatment facilities in Leyland and Thornton: moving waste around the sites, loading HGV trailers, feeding processing equipment, and moving skips and bales. The requirement is divided into mobile plant other than material handlers, material handlers (electric and diesel), and shredders. Lancashire Renewables operates the equipment through its own staff, who know the sites and their access restrictions. The main delivery location is Lancashire, although framework call-offs may cover the UK. Other eligible public bodies, including local authorities and public waste organisations, may also use the framework.

The procurement has been awarded through an open procedure. Monks Contractors Limited was selected for mobile plant at £7.5 million excluding VAT. For material handlers, Monks Contractors Limited and John Hanlon & Co. Limited were selected at £2.38 million excluding VAT. Global Machinery Solutions Limited and Monks Contractors Limited were selected for shredders at £3.21 million excluding VAT. The awards are dated 16 October 2026; each contract period runs from 9 November 2026 to 8 November 2030. The framework allows call-offs by direct award or mini-competition, and further equipment may be ordered during its term. Tenders were evaluated on price per quality point: the relationship between price and quality score. A 1.5% fee applies to successful suppliers, calculated against the award value.

This award shows demand for leasing and associated support across three distinct plant categories for waste-treatment operations: general mobile plant, material handlers and shredders. A credible competitor would need to supply the relevant machinery and support its use in busy waste facilities, where equipment moves and feeds waste and handles skips and bales. Notice Description

Lancashire Renewables Ltd (LRL) is a company owned wholly by Lancashire County Council and Blackpool Council. LRL operates two waste treatment facilities in Leyland and Thornton. Each site is approximately 40 acres and contains numerous buildings responsible for the receival and processing of household and residual waste. Waste is either transported into the offtake market for further processing / recycling or to landfill when necessary. An Anaerobic Digestion process is due to restart later in 2026. As an integral part of LRL's operational activities, a fleet of plant equipment is used to move waste around the sites, load into HGV trailers, feed into hoppers, trommels, shredders, move skips and bales, etc. The plant equipment is operated by LRL's in-house team of operators, due to their innate knowledge of the site and its access restrictions. The intention is that the framework will be split into three Lots. Lot 1 will feature mobile plant excluding material handlers (i.e. wheeled front-end loaders, teletrucks, telehandlers, and forklift trucks), and Lot 2 will feature material handlers (electric and diesel machines). Lot 3 will feature provision for shredders. The principle place of performance for this Framework is Lancashire, where LRL are based, however the service may be provided throughout the UK based on call off contracts created by those organisations listed under the section 'Contracting authorities that may use the framework' provided for in the Tender notice.

Note - responses to the engagement (questionnaire) will close on 09/05/2025. Engagement with parties may continue beyond that. The purpose of the market engagement is to notify the market of the upcoming tender opportunity and obtain some feedback from those who express interest. As well as holding market engagement discussions with LRL's two contracted incumbent suppliers, LRL may follow up with a nominal number of organisations who submit a response to the market engagement questionnaire. This would be to discuss the responses and project scope in more detail. Meetings may be held on Microsoft Teams or on site (PR26 6TB), and the meetings may be either dedicated or group sessions. A summary pack of preliminary market engagement material will be issued in the future tender opportunity for information.
