Framework for the Provision of Mobile Plant Equipment Leasing and Associated Services
Notice Description
Lancashire Renewables Ltd (LRL) is a company owned wholly by Lancashire County Council and Blackpool Council. LRL operates two waste treatment facilities in Leyland and Thornton. Each site is approximately 40 acres and contains numerous buildings responsible for the receival and processing of household and residual waste. Waste is either transported into the offtake market for further processing / recycling or to landfill when necessary. An Anaerobic Digestion process is due to restart later in 2026. As an integral part of LRL's operational activities, a fleet of plant equipment is used to move waste around the sites, load into HGV trailers, feed into hoppers, trommels, shredders, move skips and bales, etc. The plant equipment is operated by LRL's in-house team of operators, due to their innate knowledge of the site and its access restrictions. The intention is that the framework will be split into three Lots. Lot 1 will feature mobile plant excluding material handlers (i.e. wheeled front-end loaders, teletrucks, telehandlers, and forklift trucks), and Lot 2 will feature material handlers (electric and diesel machines). Lot 3 will feature provision for shredders. The principle place of performance for this Framework is Lancashire, where LRL are based, however the service may be provided throughout the UK based on call off contracts created by those organisations listed under the section 'Contracting authorities that may use the framework'.

Planning Information
Note - responses to the engagement (questionnaire) will close on 09/05/2025. Engagement with parties may continue beyond that. The purpose of the market engagement is to notify the market of the upcoming tender opportunity and obtain some feedback from those who express interest. Interested organisations are invited to: - Register on LRL's e-tender portal (https://www.the-chest.org.uk/) - Navigate to the market engagement project (under current opportunities - choose organisation 'Lancashire Renewables Limited' in the "narrow your results" filter box to bring up the project). - Express interest in the opportunity, following which you will receive an automated email with a link to the market engagement documents. - Download and review the background & questionnaire document, returning your completed questionnaire on the portal or via email by the closing date. As well as holding market engagement discussions with LRL's two contracted incumbent suppliers, LRL may follow up with a nominal number of organisations who submit a response to the market engagement questionnaire. This would be to discuss the responses and project scope in more detail. Meetings may be held on Microsoft Teams or on site (PR26 6TB), and the meetings may be either dedicated or group sessions. A summary pack of preliminary market engagement material will be issued in the future tender opportunity for information.
