Plymouth City Council would like to invite you to provide a tender for Domestic Abuse and Behaviour Change Services. The services will procure in two lots: Lot 1: Safe Accommodation Lot 2: Community Domestic Abuse and Behaviour Change Service We are commissioning safe accommodation and community-based support for adult and child survivors, and behaviour change support for people who cause harm. We recognize the need for additional funding and resources beyond the current budget and identified safe accommodation units and are seeking a Supplier(s) who will work collaboratively with us to secure additional investment and expand the service. The initial contract period of 4 years for Lot 1 PS595,782 and Lot 2 PS3,449,851. Plymouth Domestic Abuse & Behaviour Change Market Event We would like to engage with the market following on from the Market Warming Event on October 2nd 2024. The discussion will be in relation to the procurement of services for domestic abuse survivors and people who cause harm in Plymouth. Domestic Abuse & Behaviour Change Services Plymouth City Council (PCC) are seeking to engage with the provider market who would be interested in providing the Domestic Abuse and Behaviour Change Services. The services will procured in two lots: • Lot 1: Safe Accommodation including the Refuge, Dispersed Units & Sanctuary Scheme. • Lot 2: Community IDVA service including Behaviour Change and MARAC Coordination. Proposed Contract The Commissioners intend to re-procure these services with a planned start date of 1 April 2026. Contract period will be for 4 years plus 3 additional 2 year increments (4+2+2+2), with an end date subject to extension(s) of 31 March 2036. Estimated Annual Contract Value (based on 2025/26): £907,000. subject to confirmation of grant funding.
