Summary of the contracting process

City of York Council is procuring a mechanical and electrical services framework for its commercial building assets in York. The scope covers design, installation, commissioning, maintenance, inspection, testing, servicing and repair across 20 trade categories. These include electrical, mechanical, heating, gas, HVAC controls, air conditioning, ventilation, fire protection, access and security systems, generators, UPS, solar photovoltaic systems, electric vehicle chargers, specialist lighting, catering equipment and lifting equipment. It also includes mechanical and electrical consultancy, building surveys, feasibility studies, technical design, CAD, Revit, BIM and thermal modelling. The framework is intended to support building management and reduce the Council’s carbon footprint. It is a services procurement for contractors, engineers, designers, consultants and specialist inspection and maintenance providers working in York.

The procurement has reached tender: the Council invited offers through an open procedure. Enquiries had to be submitted by 26 October 2026 at 12:00, and tenders by 2 November 2026 at 12:00. The evaluation period was scheduled to end on 11 January 2027. Framework services are scheduled from 11 February 2027 to 10 February 2029, with two possible 12-month extensions to 10 February 2031. The estimated value is £4,408,000 excluding VAT, or £5,289,600 including VAT. There are 20 lots, with bidders able to bid for and be awarded up to five. Lot values range from £8,000 to £1,200,000 excluding VAT. The framework may appoint up to 60 providers, using direct awards up to £40,000 or mini-competitions. Evaluation gives 40% to rates and servicing prices, and 60% to operations, health and safety, framework management, quality assurance, and social value and sustainability.

This suits SMEs and specialist firms able to deliver commercial mechanical and electrical work at scale, either in one trade category or across several disciplines. Relevant capability includes engineering, design, installation, commissioning, planned and reactive maintenance, call-outs, inspections, testing, surveys and technical consultancy. The specialist lots create routes for firms focused on electrical systems, HVAC and controls, alarms, lightning protection, generators, solar PV, electric vehicle charging, mechanical and gas systems, heat pumps, ventilation, sprinklers, catering equipment, access equipment, doors and shutters, lighting or firefighting equipment. The Council also needs professional services firms with building-management, feasibility, surveying, CAD, Revit, BIM and thermal-modelling experience. Required or accepted equivalents include NICEIC or NAPIT, MCS, BAFE, Gas Safe and REFCOM Elite F-Gas certification, depending on the lot. Suppliers must demonstrate credible operations, health and safety, quality assurance, performance management and sustainability arrangements.
