Summary of the contracting process

City of York Council is seeking suppliers for a mechanical and electrical engineering framework covering work on its commercial building assets in York. The scope is divided into 20 trade categories, spanning electrical and mechanical engineering, HVAC controls, alarms and access control, lightning protection, generators and UPS, solar PV, electric vehicle chargers, biomass, air conditioning, ventilation, sprinklers, catering equipment, lifting and access equipment, professional consultancy and surveys, M&E design and technical services, doors and gates, stage lighting, and fire-fighting equipment. Services include design, installation, commissioning, inspection, servicing, maintenance and repair, alongside condition surveys and feasibility studies. Consultancy and technical work will support the Council’s building management and efforts to reduce its carbon footprint.

The Council invited offers through an open procedure for a closed framework, with places for up to 60 providers. The framework is arranged in 20 lots; suppliers could bid for up to five and could receive up to five awards. The published contract period runs from 11 February 2027 to 10 February 2029, with two possible 12-month extensions. The estimated total value is £4,408,000 excluding VAT (£5,289,600 including VAT). Clarification questions were due by 12:00 noon on 3 November 2026, and bids by 12:00 noon on 10 November 2026. The Council planned to complete award by 11 January 2027. Evaluation in each lot weighs rates and service-item pricing alongside the operations team, health and safety, framework and performance management, quality assurance, and social value and sustainability.

The opportunity suits specialist M&E contractors and consultants able to deliver one or more defined trade categories; small and medium-sized businesses are explicitly considered suitable. Suppliers can focus on their strongest areas, but must select no more than five categories. Relevant capabilities range from field engineering and inspection to system design, installation, commissioning, repair and planned servicing. The consultancy lots call for M&E technical advice, facilities-management input, building surveys, feasibility studies, design, CAD and Revit drafting, BIM, thermal modelling and CIBSE assessments. Several lots require recognised credentials or an approved equivalent: NICEIC or NAPIT for electrical work, BAFE for alarms, Gas Safe for mechanical and catering equipment, REFCOM Elite F-Gas for air conditioning, and MCS for solar PV. The Council also assesses operational capacity, health and safety, quality assurance, performance management, social value and sustainability.
