This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Delaying the award to conduct a full application of the PSR would be likely to pose a risk to patient or public safety. Delay in procuring outreach services would pose a high risk to patient safety for some of those most at risk of serious illness as identified by the JCVI. We would not be able to proceed with any outreach services for the Spring campaign; this would result in a widening of health inequalities and a reduced vaccination uptake in our most underserved communities. Provision of a vaccination outreach service deployed as either a roving service or pop-up site (or both) that provides access and support to communities or geographies with low vaccination uptake and/ or high vaccination hesitancy.
