Summary of the contracting process

NHS England (London Region) has awarded a contract for the "NHSE - NEL Provision of Covid-19 Vaccination Services - 1" under urgent circumstances via the Provider Selection Regime (PSR) Regulations 2023, effective from 1st April 2025 to 31st March 2026. The procurement process, bypassing the Public Contracts Regulations 2015 due to the urgency of the situation, entailed direct award to incumbent providers to ensure timely provision of outreach vaccination services across the North East London (NEL) boroughs. This contract has been valued at £178,750 and involves collaborative work with local public health teams, voluntary sector organisations, and various community groups to address vaccination uptake and health inequalities. Key decision-makers approving the contract included NHSE London's Regional Director of Finance, Regional Director of Commissioning, and Director of Commissioning Finance.

This procurement presents significant opportunities for businesses involved in health services, particularly those specialising in outreach and engagement with underserved communities. The direct award process emphasises the necessity for swift action, making it ideal for established providers with a footprint in the NEL region. Businesses skilled in community health interventions, vaccination logistics, and collaborative public health initiatives stand to benefit from this contract, which demands innovative approaches to increase vaccine uptake and reduce health disparities. The contract's focus on developing robust communication strategies and co-designing outreach clinics with diverse stakeholders ensures that the selected businesses will play a crucial role in enhancing public health outcomes in London.

Procurement Information

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This an incumbent provider within the NEL footprint, having taken part in previous campaigns. A delay in national confirmation of funding created an unrealistic timeframe, in which a full procurement process would have left gaps in the provision of vaccines in the upcoming Spring campaign for large numbers of eligible individuals and/or groups. Discussion has taken place with all London ICB Programme Leads and it has been agreed that due to the serious time constraints and ensuring readiness for Spring, a direct award of 12 months to incumbent providers is essential. In addition, there is significant concern on the extent of reduction in Access and Inequalities funding, and with no surge budget this year, that providers will not come forward to support any shorter contract period as it is not financially viable for them. It is recommended that regional approval is provided to issue direct award contracts to existing incumbent providers to enable the commissioning of outreach services for 2025/26.
