Summary of the contracting process

Nuclear Waste Services Limited procured a radioactive waste treatment and conditioning service on behalf of its customers, predominantly for Sellafield, with potential use by other customers whose requirements align. This completed open-procedure framework call-off was evaluated on 80% technical quality and 20% commercial price. The procurement had one lot and received two final-stage bids. The framework award was made on 5 June 2026 to Cyclife UK, Tradebe Inutec, Veolia ES (UK) Limited and Inutec Limited, at £47.5 million excluding VAT (£57 million including VAT), for 3 August 2026 to 2 August 2030. The associated framework contract was signed on 10 August 2026 and runs from 10 August 2026 to 9 August 2030, with the same value. A separate award for the Bagged Combustible Bulk Order, valued at £2.3 million excluding VAT (£2.76 million including VAT), was cancelled on 19 August 2026 because the contract award notice stated the wrong procedure type. That award named Veolia ES (UK) Limited and had been due to run from 3 September 2026 to 2 September 2030.

This requirement demonstrates sustained demand for specialist radioactive waste treatment and conditioning across Nuclear Waste Services’ customer base. Credible competitors would need the capability to manage the full service lifecycle, including compliant receipt, unloading, incineration, secondary-waste disposal, container logistics, technical support and project close-out. They would also need access to suitably permitted disposal facilities and robust systems for radioactive-waste collection, packaging, storage and transport. The contract’s published performance measures indicate that buyers value accurate treatment forecasting, adherence to task-order schedules, timely treatment reports, prompt final disposal and disposition reporting for secondary waste, and complete consignment, pricing, programme and contract-management documentation. Large established waste specialists were selected, indicating the importance of operational capacity, regulatory compliance and demonstrable technical delivery at national scale.

Notice Description

A framework call-off under the Treatment & Conditioning Services Framework (2026-2030) for the Bagged Combustible Bulk Order, procured by Nuclear Waste Services (NWS) on behalf of its Customers. A Customer is defined as an organisation that either currently holds, or may in future enter into, a Waste Services Contract with NWS. The service will predominantly be used by Sellafield but will available to other Customers where the scope aligns with the service information. The overall service requirement is summarised as follows: * Lifecycle management of the service; * Consignment receipt; * Unloading of the waste; * Incineration of the waste; * Disposal of all secondary waste to a suitably permitted facility; * Container returns in line with schedule requirements; * Technical support; * Project close out and LFE. Organisations that either currently hold, or may in future enter into, a Waste Services Contract with NWS include private sector bodies plus public sector bodies that fall into one or more of the following categories: 1) Any of the following and their future successors: (a) ministerial government departments; (b) non-ministerial government departments; (c) executive agencies of government; (d) Non-Departmental Public Bodies (NDPBs), including advisory NDPBs, executive NDPBs, and tribunal NDPBs; (e) Assembly Sponsored Public Bodies (ASPBs); (f) police forces; (g) fire and rescue services; (h) ambulance services; (i) maritime and coastguard agency services; (j) NHS bodies; (k) educational bodies or establishments including state schools (nursery schools, primary schools, middle or high schools, secondary schools, special schools), academies, colleges, Pupil Referral Unit (PRU), further education colleges and universities; (l) hospices; (m) national parks; (n) housing associations, including registered social landlords; (o) third sector and charities; (p) citizens advice bodies; (q) Councils, including county councils, district councils, county borough councils, community councils, London borough councils, unitary councils, metropolitan councils, parish councils; (r) public corporations; (s) public financial bodies or institutions; (t) public pension funds; (u) central banks; and (v) civil service bodies, including public sector buying organisations. 2) Those listed and maintained by the Government on their website at https://www.gov.uk/government/organisations or any replacement or updated web-link. 3) Those listed and maintained by the Office of National Statistics (ONS) at https://www.ons.gov.uk/economy/nationalaccounts/uksectoraccounts/datasets/publicsectorclassificationguide or any replacement or updated web-link. 4) Those bodies in England, Wales or Northern Ireland which are within the scope of the definition of 'Contracting Authority' in Section 2 of the Procurement Act.

A previous market engagement event in relation to this procurement was held in person on 10/12/2024, prior to the introduction of the Procurement Act 2023 (see F01: Prior information notice reference 2024/S 000-036789). This event touched on elements including an Overview on the NWS Strategy & Waste Services Contracts, the high level Technical Scope & Lifecycle Stages, Procurement Details & Indicative Dates, Contract Management, and Social Value & Sustainability.
