Summary of the contracting process

The Scottish Parliamentary Corporate Body (SPCB) is overseeing a procurement process concerning comprehensive recycling and waste management services for their premises in Edinburgh, categorised under "Refuse and waste related services" (CPV 90500000). The procurement follows an open procedure and is detailed in two stages: the tender and subsequent award of the contract. Initially initiated as a tender in April 2025, this project is in the award stage as of September 2025. The contract, valued at £214,662, was awarded to Change Waste Recycling, signed on 11 September 2025, and will span 4 years with an option for a 2-year extension, making it a 6-year service agreement. This project aims to provide a fully managed and segregated waste collection service for various waste streams, aligning with SPCB's environmental targets.

This procurement presents significant opportunities for businesses specialising in waste management and recycling services, particularly those with capabilities in handling multiple waste streams in compliance with environmental legislation. Businesses proficient in delivering high-quality waste management solutions, as indicated by the award criteria of 60% quality and 40% price, will be competitive in this tender. Given that Change Waste Recycling, a small to medium enterprise (SME), secured the contract, this highlights the potential for other SMEs in the industry to engage and thrive in public sector contracts. The contract also stipulates fair work and community benefits, requiring businesses to align with ISO certifications, financial stability, and maintaining cyber security standards, thus ensuring a robust and sustainable service delivery.

We highly recommend that tenderers review their financial performance on Creditsafe to understand their credit score rating which will be used by the SPCB to evaluate the financial standing of the tenderer and that they read the information about how that data is collected and used prior to submitting a tender. Information and the opportunity to run a free report can be found at http://www.creditsafe.com/products/business-credit-reports/ The SPCB requires tenderers to have a Creditsafe Risk Score of 40 or higher to demonstrate satisfactory financial standing. If a tenderer has a lower credit risk score than 40 on Creditsafe and has the backing of a parent company with a credit risk score of 40 or higher, then the provision of a parent company guarantee will be required prior to the award of any contract. If a tenderer has a lower credit risk score than 40 and cannot provide a parent company guarantee, they must submit evidence to support a stable and improved financial standing with their tender or the tender may be rejected. If no evidence is provided with the tender or the evidence provided is not sufficient to demonstrate a satisfactory financial position to the satisfaction of the SPCB (whose decision in this regard shall be final), then the tender will be rejected and will not be evaluated further. If a tenderer is not listed on Creditsafe, for whatever reason, then it will be asked to submit equivalent accounts to enable the required assessment of financial standing to be carried out. If the information provided does not, in the SPCB's opinion, demonstrate a satisfactory financial position, the bid may be rejected.",
