Summary of the contracting process

Homes England, in collaboration with its public sector partners such as Newcastle City Council, the North East Combined Authority, and Network Rail, is undertaking a procurement process to identify a long-term development partner for the Forth Yards Scheme in Newcastle upon Tyne. The project involves the redevelopment of Quayside West—a strategic area earmarked for transformation into a mixed-use neighbourhood featuring approximately 2,500 new homes and significant commercial space. The procurement process is currently in the tender update stage with a selective competitive procedure, and interested parties must express interest by 17 November 2025. The anticipated start date for the contract period is 1 January 2027, running until the end of 2042.

This tender represents a lucrative opportunity, particularly for businesses specialising in construction, urban development, and infrastructure projects. Companies with strong capabilities in place-making and long-term strategic planning, particularly those willing to invest and share in risks, are well-positioned to benefit from this venture. The project aims not only to develop new residences but also to foster a vibrant, integrated community, making it especially appealing to organisations with experience in large-scale urban regeneration or those seeking to expand their portfolio with significant government-backed projects. The gross development value is estimated at £330 million, underscoring the project's scale and potential for substantial business growth.
