Summary of the contracting process

The Royal Borough of Kensington & Chelsea, working with Westminster City Council, is developing an adult social care mental health day opportunities service in Kensington & Chelsea. The proposed service will use three locality-based hubs: a North Hub, a South Hub and a Cultural Hub in the north of the borough. Hubs will provide accommodation for staff delivery, key working, care coordination, group activities and engagement with service users. Delivery will also use community assets such as community venues, libraries, green spaces and other suitable local facilities, supporting flexible neighbourhood-based provision. The engagement is particularly relevant to organisations able to provide or manage suitable premises, alongside community health, mental health, social care or related support services. The work is classified as community health and health and social work services.

This procurement is at the planning stage and is not an invitation to tender. The council expects the new procurement to begin in October 2026, with contracts intended to start on 1 July 2027 and run to 30 June 2032. Renewal could extend the maximum contract period to 30 June 2036. The estimated value is £13,921,569 excluding VAT, or £16,705,883 including VAT. One lot is planned, with the opportunity identified as suitable for SMEs and voluntary, community and social enterprises. Market engagement will include a remote session on 28 September 2026 from 10am to 11am, with registration expected by 25 September 2026. The buyer expects to publish a further notice on 15 October 2026.

The engagement will suit premises owners, landlords, community organisations, faith groups, charities, social enterprises, property managers and specialist health or social care providers. The buyer is seeking practical evidence about premises within Kensington & Chelsea, including available capacity, accessibility, physical characteristics and suitability for hub-based and community delivery. Organisations with experience of leasing, licensing or partnership arrangements may be well placed to contribute, as may providers able to use existing community assets such as venues, libraries and green spaces. Relevant preparation includes understanding locality-based mental health day opportunities, safe and accessible environments, staff accommodation, key working, care coordination, group activities and service-user engagement. The buyer is also seeking views on indicative premises costs, constraints, service design, operational expectations, performance requirements and possible provider models or partnerships.

The Royal Borough of Kensington and Chelsea (RBKC), working in partnership with Westminster City Council (WCC), is undertaking a market engagement exercise to gather information regarding premises that may be suitable for the delivery of the proposed Adult Social Care Mental Health Day Opportunities model. The proposed service model is expected to commence during Spring/Summer 2027 and is currently being developed following earlier market engagement activity. The model is anticipated to comprise three locality-based hubs across the borough: (i)North Hub (ii)South Hub (iii)Cultural Hub (located in the north of the borough) These hubs will provide accommodation to support staff delivery, key working, care coordination, group activities and service user engagement. The service model will also utilise community assets across the borough, including community venues, libraries, green spaces and other suitable facilities to support flexible delivery within local neighbourhoods. Through this engagement, the Council wishes to better understand: (i)The availability of suitable premises within the borough. (ii)Capacity, accessibility and physical characteristics of available spaces. (iii)Potential leasing, licensing or partnership arrangements. (iv)Opportunities to support community-based mental health day opportunities from existing assets. (v)Indicative costs, constraints and considerations relating to premises provision. Interested organisations, landlords, community organisations, faith groups, charities, social enterprises, property managers and other relevant stakeholders are invited to complete a short questionnaire. Information gathered will be used to inform future service design, commissioning and procurement planning. Participation in this engagement exercise will not confer any advantage or disadvantage in any future procurement process, nor does it constitute a call for competition. The Council reserves the right to amend its requirements and procurement strategy following completion of this engagement activity.
