Summary of the contracting process

The Royal Borough of Kensington & Chelsea, working with Westminster City Council, is developing an Adult Social Care Mental Health Day Opportunities service. The proposed model would provide three locality-based hubs in Kensington and Chelsea: a North Hub, South Hub and Cultural Hub in the north of the borough. This procurement is at the planning stage and the current exercise is market engagement, not an invitation to tender. The councils expect the service model to start on 1 April 2027 and run to 31 March 2032, with a possible extension to 31 March 2036; these are planning dates rather than bid deadlines. The estimated value is £13,921,569 excluding VAT, or £16,705,883 including VAT, in GBP. There is one planned lot, under the light-touch regime and above the relevant threshold. The councils expect to publish a future notice by 1 September 2026. Interested parties are asked to complete an online questionnaire by 28 August 2026, covering premises location, type, capacity, accessibility, compliance, availability, occupation arrangements, community use and costs. Requirements and procurement strategy may change after engagement.

The engagement is likely to suit landlords, property managers, community organisations, faith groups, charities, social enterprises and other organisations with premises in the Royal Borough of Kensington & Chelsea. It may also interest established mental health or social care providers able to support accommodation for staff delivery, key working, care coordination, group activities and service-user engagement. Relevant premises should have suitable capacity, accessibility and compliance features, and may be available through leasing, licensing or partnership arrangements. Suppliers with access to community venues, libraries, green spaces or other neighbourhood facilities could support the flexible delivery model alongside the hubs. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable participants. The Royal Borough of Kensington and Chelsea (RBKC), working in partnership with Westminster City Council (WCC), is undertaking a market engagement exercise to gather information regarding premises that may be suitable for the delivery of the proposed Adult Social Care Mental Health Day Opportunities model. The proposed service model is expected to commence during Spring/Summer 2027 and is currently being developed following earlier market engagement activity. The model is anticipated to comprise three locality-based hubs across the borough: (i)North Hub (ii)South Hub (iii)Cultural Hub (located in the north of the borough) These hubs will provide accommodation to support staff delivery, key working, care coordination, group activities and service user engagement. The service model will also utilise community assets across the borough, including community venues, libraries, green spaces and other suitable facilities to support flexible delivery within local neighbourhoods. Through this engagement, the Council wishes to better understand: (i)The availability of suitable premises within the borough. (ii)Capacity, accessibility and physical characteristics of available spaces. (iii)Potential leasing, licensing or partnership arrangements. (iv)Opportunities to support community-based mental health day opportunities from existing assets. (v)Indicative costs, constraints and considerations relating to premises provision. Interested organisations, landlords, community organisations, faith groups, charities, social enterprises, property managers and other relevant stakeholders are invited to complete a short questionnaire. Information gathered will be used to inform future service design, commissioning and procurement planning. Participation in this engagement exercise will not confer any advantage or disadvantage in any future procurement process, nor does it constitute a call for competition. The Council reserves the right to amend its requirements and procurement strategy following completion of this engagement activity.
